By late 1942 the Axis had been halted at Stalingrad, El Alamein and Guadalcanal. With Axis expansion stopped and the Allies winning, Churchill, Roosevelt and Stalin began to focus on how they would shape the peace that would follow to their advantage. Churchill is a game about the intra-Allied conflicts that took place at the Conference table. KEach side competes to control the Allied agenda and the course of events that will follow.
Players in the game take on the roles of Churchill, Roosevelt or Stalin. KDuring six Conferences it is decided who will lead the Allied forces, where those forces will be deployed, and how the Axis will be defeated. The player whose forces have collectively the greatest control over the surrendered Axis forces will win the peace and the game.

Churchill is a three-player Coop-etiion game. OPlayers must cooperate to win the B’ World War. They want to simultaneously achieve a superior postwar position relative to the Allies. If the players collectively fail to defeat the Axis, the Allies lose. But if the Axis is defeated, there is a winner of the ensuing peace. There is also a two-player and solo variant.
The Churchill It is NOT a war game, but a political conflict of cooperation and competition. TThe game focuses on 10 of the historical conferences from 1943 to the end of the war. However, these and much of this design should not be taken literally. Before and after each conference small groups of advisers and senior officials moved between the Allied capitals making the agreements that led to the postwar peace. At each conference one issue from a group of issues is proposed for inclusion in the conference. The categories of issues are as follows:
-Changes in the leadership of the theatre
-directed attacks
-production priorities
-secret operations
-political activity and
-strategic war (bomb A).
Each of the historical conference cards independently sets a number of topics, such as directed attacks or production priorities, which are metaphorically put on the table, while the players propose an additional 7 topics.
