Players buy different types of buildings from a common market, trying to create the most efficient combinations on their personal board. The correct placement of tiles, management of available resources, and utilization of special laws and events are key elements that determine victory.
Rebuilding Chicago also includes a full Solo Mode, allowing a player to face a specially designed opponent system, which simulates the actions of a second player and offers a comprehensive gaming experience.
