All Bridges Burning depicts the political and military affairs of the Finnish Civil War in a new volume of the COIN system for three players. The Reds try to organize a working-class uprising and then hold their gains, while the forces of the White Senate try to regain control. A third, non-violent faction of the Moderates fights for the survival of parliamentary democracy and political reform. All three factions must keep national sentiment sufficiently conciliatory for a post-conflict settlement and national independence. Moreover, the forces that are not players, Germany and Russia, offer military assistance to the Senate and the Reds, respectively. Excessive external involvement, however, could smother the dream of Finnish independence and cause the collective loss of all three player factions. Historical events, asymmetric action menus, as well as extensive historical design notes familiarize players with the historical period.
